На недавно состоявшейся встрече президента Дмитрия Медведева с представителями дальневосточников милая дама пожаловалась на несправедливость – почему это мужчины по выходу на пенсию сразу имеют право на льготный авиаперелет, а женщине-пенсионерке необходимо ждать несколько лет, прежде чем ее осчастливят таким правом? Несправедливо. Президент пообещал несправедливость устранить.
Это маленький эпизод обнажил одну большую проблему – дело не в гендерной дискриминации пенсионеров, дело в том, что дальневосточники все, независимо от пола и возраста, находятся в положении той самой дискриминируемой пенсионерки. Их географическое положение обуславливает не только дороговизну перемещений по родной стране, но и дороговизну жизни в целом. Начиная от стоимости хлеба и заканчивая стоимостью производимого на месте чего угодно – хоть огурца в теплице, хоть табуретки. В связи с чем население последовательно передвигается туда, где показатели жизни, может быть, не столь ярки, зато и многие проблемы, в том числе и свободного перемещения по родной стране, решаются куда проще.
Сахалин, при том что обладает ресурсами, каких нет у большинства субъектов РФ, не является исключением из этого процесса. Миграция населения растет параллельно росту средних зарплат и других показателей. В прошлом году от нас уехало 9860 человек. Прибыло – 6466. В этом году показатели сильно отличаться не будут. Качество выбывающего и прибывающего человеческого капитала видно невооруженным глазом. Очень жаль, что никто до сих пор не полюбопытствовал, отчего наши земляки уезжают в чужие края, каков их возраст, социальный статус и какие основные проблемы в своей жизни они решают столь радикальным способом. Подобное исследование могло бы способствовать осмыслению этих проблем и кто его знает, может быть, каким-то реальным действиям. Но раз никто не взялся, остается опираться на предположения и мнения знакомых людей, уже отъехавших или только вынашиваюших мысль об отъезде.
Как это ни парадоксально, но главный мотив отъезжающих – это неуверенность в завтрашнем дне. Многие из них еще помнят времена, когда сахалинские надбавки обеспечивали более высокий уровень жизни (в денежном, увы, выражении, в плане комфорта бытового Сахалин никогда не ходил в передовиках), когда в каждом городе было по фабрике – хоть швейной, хоть мебельной, а то и по мощному бумкомбинату, шахте, порту, а значит, было куда возвращаться детям. Насколько производства были рентабельны, какого качества продукт выдавали, разговор другой. Но было четкое ощущение, что государство в этих территориях нуждалось и вело внятную протекционистскую политику. Что и отражалось на внутреннем самоощущении сахалинцев, большинство из которых ехало на остров временно, но оставалось навсегда.
Иначе сегодня. Дискуссия о том, в какой степени государство нуждается в отдаленных территориях, готово ли он оно к ясному и четкому определению специфичности этих территорий, а следовательно, к конкретным шагам по их комплексной поддержке или развитию, вроде бы не ведется – понятно, что своей земли мы не отдадим никому ни пяди и развивать эти пяди надо, но от деклараций до реальных шагов расстояние неизмеримое.
Однако человеку нужна определенность. Если ее нет, человек ищет ее в другом месте. Когда политика протекционизма была реальной, люди ехали на Сахалин. Это и была оценка правильности такой политики. Сегодня тоже выставляется оценка, только, увы, со знаком минус.
Да, существуют планы развития Дальнего Востока и Забайкалья, которые с большим или меньшим успехом реализуются. Но нет ответа на главный для Сахалина вопрос: будет ли восстановлен в полной мере протекционизм государства (не путать с иждивенчеством!) или мы, невзирая на растущие доходы (в 2014 году едва ли не вдвое против нынешних!), будем иметь все ту же неконкурентоспособность на всех уровнях, и наше сырье все так же будут перерабатывать где-нибудь в Бресте.
