Запрет на розничную продажу алкогольной продукции в нестационарных торговых точках, оказывающих услуги общественного питания, нанесет серьезный удар по малому бизнесу. Об этом заявляют в руководстве Сахалинской «Опоры России».
Как отметил Председатель Регионального отделения «Опоры России» по Сахалинской области Юрий Дьяков, принятый в первом чтении закон Сахалинской областной Думы, запрещающий нестационарным общепитам торговать алкоголем, в первую очередь ударит по добросовестным представителям малого предпринимательства – владельцам летних кафе и шашлычных. Именно они в случае принятия закона во втором чтении, будут вынуждены лишиться основной степени дохода от продажи пива и пивных напитков, и не исключено, что полностью покинут легальный сегмент бизнес-среды.
Этот закон не остановит, а только спровоцирует создание «серых рынков» алкоголя, и ночные рейды правоохранительных органов не смогут качественно повлиять на незаконную розницу «из-под прилавка», подчеркивают в Сахалинской «Опоре России».
Кроме того, эксперты уверены, что любые запретительные меры в области розничной продажи алкоголя создают питательную среду для развития уже четко наметившейся монополии алкогольного рынка, что губительно для малого бизнеса. Принимая в расчет тот факт, что рост потребления алкоголя на душу населения в последние годы достиг критических отметок, очевидно, что рынок розничной торговли спиртосодержащими средствами нуждается в регулировании. Но при этом, должны быть созданы условия, при которых сфера розничной торговли алкоголем не концентрировалась в одних руках, а для представителей малого бизнеса был реализован равный по сравнению с крупными оптово-розничными сетями доступ к этому рынку.
Отметим, что закон «О внесении изменений в ст.1 Закона Сахалинской области «Об установлении на территории Сахалинской области дополнительных ограничений розничной продажи алкогольной продукции» был принят сахалинскими парламентариями в первом чтении 18 сентября.
