Сахалинские активисты ОНФ и «Опоры России» выступили против монополизма на рынке утилизации мусора

Активисты регионального отделения Общероссийского народного фронта в Сахалинской области и «Опоры России» считают, что процедура вывоза твердых бытовых отходов на городскую свалку Южно-Сахалинска организована городскими властями таким образом, что способствует коррупции, монополизму и препятствует развитию конкурентной среды в бизнесе.

«Сегодня 95% деятельности в сфере обращения твердых бытовых отходов (ТБО) фактически находится вне официального регулирования, что, бесспорно, способствует проявлению злоупотреблений в таком выгодном бизнесе, как перевозка отходов», – считает эксперт ОНФ, заслуженный эколог России Николай Шугаипов.

«Отсутствие прозрачных и внятных правил позволило всю систему обращения с ТБО в областном центре превратить в монопольную вотчину одного предприятия, что стало причиной коррупции нечистоплотных чиновников и бизнесменов. А, кроме того, подобная «криминальная система» подводит к разорению фирмы, которые хотят честно вести дело», – говорит представитель регионального штаба ОНФ, председатель Сахалинского отделения «Опоры России» Юрий Дьяков.

Данная ситуация породила социальное напряжение, обвинения в произвольном установлении тарифов на въезд машин на полигон твердых бытовых отходов. В областных СМИ освещались несанкционированные акции протеста компаний, занимающихся в Южно-Сахалинске вывозом мусора.

На Сахалинскую область приходится 200 тыс. т ТБО в год. Областной центр ежегодно «производит» около 100 тыс. т ТБО.

Активисты Народного фронта направили письмо в правительство Сахалинской области с просьбой прояснить сложившуюся ситуацию. В ответе Министерства природных ресурсов и охраны окружающей среды Сахалинской области приведена информация о том, что компания, которая занимается эксплуатацией действующей свалки, заключила договор с департаментом городского хозяйства администрации Южно-Сахалинска и действует согласно техническому регламенту, утвержденному постановлением мэра Южно-Сахалинска. При этом конкурсы на право эксплуатации свалки и муниципальной спецтехники не проводились, говорится в официальном ответе министерства.

По мнению Юрия Дьякова, чиновники, отдав за символические деньги спецтехнику без конкурса одной фирме, не только нарушили закон, но и потеряли для городского бюджета значительные средства. Кто будет возмещать столь значительную недостачу? Ведь эта история тянется с 2008 года. За это время можно было бы получить значительный доход в казну. Но баснословные прибыли получила частная компания явно при использовании бюрократического ресурса. Разве это можно назвать честной конкуренцией?! Конечно нет.  Тем не менее, по непонятной причине антимонопольная служба не приняла необходимых мер, чтобы устранить вопиющие нарушения, связанные с вывозом твердых бытовых отходов на мусорный полигон.

Вмешательство ОНФ и «Опоры России» заставило городские власти перестать отмахиваться от проблем малого бизнеса и пересмотреть отношение к многолетней проблеме.

Для урегулирования разногласий были проведены заседания с участием заинтересованных сторон и представителей администрации Южно-Сахалинска. В результате заключены договоры на приемку твердых бытовых отходов, доставленных на полигон спецтранспортом по стоимости, установленной для населения.

В целях обеспечения эффективного и безопасного обращения с отходами производства и потребления на территории Сахалинской области региональные отделения ОНФ и «Опоры России» считают необходимым создание единой государственной системы, функционирующей на основании разработанных в установленном порядке единых и прозрачных правил.

Народный фронт и «Опора России» продолжат контролировать данную проблему.
