По его мнению, актуальность темы мероприятия: «Стратегия развития малого и среднего предпринимательства. Инструменты привлечения инвестиций в малый и средний бизнес» определяется тем, что по данным министерства экономического развития РФ, озвученным на форуме, продолжает сокращаться количество и доля малых и средних предприятий в экономике России. На 2014 год эти цифры составляют соответственно 32% и 3,9 %. Естественно это вызывает беспокойство бизнес сообщества, которое законно полагает, что подобная проблема должна быть одной из главных на повестке правительства страны. Чиновники постоянно говорят о том, что роль малого и среднего бизнеса в формировании экономики, налоговой базы, создания рабочих мест должно постоянно увеличиваться. На деле статистика говорит сама за себя. Пока вся система господдержки в большей степени ориентирована на крупный и средний бизнес.
«Хорошо, что сейчас в правительстве РФ выделяют малому бизнесу гранты по 200 млн рублей под 4 % на 5 лет, правда их очень быстро раздали. Поэтому обещали увеличить общую сумму подобных ассигнований, — говорит Ю. Дьяков. — Но мне не понятно почему поставили условием, что проект, претендующий на такую помощь должен быть не менее 82 млн рублей. Как — будто привлекательность стартапа определяется только его стоимостью. На самом деле если интересный замысел можно воплотить за небольшую сумму, то это должно только подстегнуть желание в него инвестировать», — отметил сахалинский лидер делового сообщества.
Модератором сессии выступил Президент «Опоры России» Александр Калинин. В качестве основных спикеров были приглашены — председатель правления ПАО «Сбербанк России» Герман Греф, председатель правления АО «Федеральная корпорация по развитию малого и среднего предпринимательства» Александр Браверман, директор Фонда развития промышленности Алексей Комиссаров.
«На меня произвело хорошее впечатление выступление Германа Грефа, в значительной степени он высказал мысли, которые я сформулировал еще несколько лет назад, — сказал Ю.Дьяков. – Это положительный факт, что руководитель столь крупного банка заговорил с нами одним языком. Пора уже переходить на деле к массовому кредитованию малого и среднего бизнеса на приемлемых для него условиях. Сетования чиновников и банкиров на неплатежи этой категории предпринимателей на самом деле объясняются не злым умыслом бизнеса или неумением работать, а неправильной стратегией при открытии финансировании самими чиновниками и банкирами. Люди с высшим экономическим образованием должны знать, что кредитная ставка выше 7 % самоубийство для предпринимателя», — подчеркнул Ю. Дьяков.

По его мнению, эти вопросы необходимо решать немедленно, если наше общество не хочет плестись в хвосте других государств.
И еще одно пожелание от лидера сахалинского бизнеса российским чиновникам – необходимо перестать оперировать долларами, а перейти на рубли. А также прекратить ссылаться на международный кризис учитывая, что наш главный рынок это внутренний. «Главная проблема России это кризис в головах, с ним нужно бороться в первую очередь, с остальным мы легко справимся», — считает Юрий Ильич.
