В Всероссийском форуме «Малый бизнес – национальная идея?» принял участие руководитель сахалинского отделения «Опоры России» Юрий Дьяков
Желающих побывать на площадке правительства Москвы на Новом Арбате, где проходило это событие, было столько, что многим не хватило мест. Главным спикером мероприятия стал президент России. Владимир Путин заверил, что формирование механизмов поддержки малого предпринимательства будет продолжено: «Хотел бы отметить, что в самом названии вашего объединения заложен большой смысл. Действительно, мы всегда об этом говорим: малый и средний бизнес должен представлять из себя действительно опору развития экономики нашей страны». Глава государства отметил, что прошедший год стал годом испытаний для малого и среднего предпринимательства, но бизнес выстоял. «Число зарегистрированных коммерческих организаций в сфере малого бизнеса в течение 2015 года выросло на 2,9 процента, а индивидуальных предпринимателей– на 3,7 процента. Скромный рост есть и по выручке. Например, у производственных предприятий малого бизнеса за январь – сентябрь 2015 года – плюс 8 процентов к аналогичному показателю 2014 года. В сфере оптовой торговли за указанный период – плюс 4,5 процента», — отметил Владимир Путин.
«Я согласен с коллегами по форуму, что один из серьезных тормозов на пути развития малого и среднего предпринимательства (МСП) является низкая эффективность работы чиновников на местах, в регионах и муниципалитетах, — отметил Юрий Дьяков. – В связи с этим поддерживаю предложение президента «Опоры» Александра Калинина привязать зарплаты чиновников к уровню развития малого и среднего бизнеса на курируемой территории».
Юрий Ильич посоветовал чиновникам и депутатам на местах прислушаться к рекомендации главы государства, который напомнил, что в регионах вправе вводить некоторые налоговые льготы для индивидуальных предпринимателей. Кроме того, хорошо, как было сказано на съезде, что впервые в новейшей истории нашей страны создаётся ежегодный рынок закупок для малого и среднего бизнеса объёмом 3 триллиона рублей в год. Но по мнению сахалинского общественного лидера очень важно подключить государственные органы к контролю за соблюдением интересов малого и среднего бизнеса на этом рынке.
«Если не воспользоваться этими и другими механизмами стимулирования малого и среднего бизнеса, то планы Минэкономики останутся лишь на бумаге, — выразил свою точку зрения Ю.Дьяков. Заместитель главы этого ведомства Олег Фомичев, озвучил на форуме, что конечная цель готовящейся его министерством стратегии развития МСП до 2030 года — это увеличение его оборота в 2,5 раза, удвоение доли обрабатывающей промышленности в структуре МСП и рост доли занятых в малом секторе с 25% до 35%.
Кроме того, в рамках форума прошел пятый юбилейный финал Национальной премии «Бизнес-Успех». Цель премии – рассказать о том, как и чем в действительности живет малый бизнес, и поделиться историями успеха предпринимателей.
