Из опубликованного Минздравом России проекта программы государственных
гарантий бесплатного оказания гражданам медицинской помощи на 2017 год и
на плановый период 2018 и 2019 годов исчезли показатели смертности
населения как критерии качества и доступности медпомощи в стране. Это
обнаружил и обнародовал директор Фонда «Здоровье», член Центрального
штаба ОНФ Эдуард Гаврилов.
По его словам, согласно рекомендациям ВОЗ, общая смертность населения
считается одним из критериев качества работы системы здравоохранения.
Минздрав России убрал этот критерий из программы госгарантий еще в
прошлом году. «Сейчас чиновники пошли дальше и выкинули из документа
показатели смертности от болезней системы кровообращения, туберкулеза и
злокачественных образований. Складывается впечатление, что эти
заболевания больше не представляют серьезной опасности для россиян», —
отмечает эксперт.
По его мнению, Минздрав России не опирается на разработанные ВОЗ
универсальные критерии качества оказания медпомощи, а свои критерии
меняет ежегодно. Это затрудняет анализ и оценку работы системы
здравоохранения. «Недопустимо убирать из этих критериев смертность
населения. Похоже, что Минздрав подстраховывается, чтобы заранее снять с
себя ответственность за негативные последствия своей работы», — считает
Эдуард Гаврилов.
Эксперт также обращает внимание на то, что в проекте программы
госгарантий впервые определен перечень должностных лиц и организаций,
обязанных в досудебном порядке решать проблемы пациентов при получении
бесплатной медпомощи. В этот перечень, помимо главврачей больниц,
страховых компаний и органов Росздравнадзора, которые и прежде были
обязаны решать проблемы пациентов, вошли также общественные организации.
«При этом себя Минздрав в перечень ответственных организаций почему-то не включил.
К сожалению, чиновники не объяснили, как общественники будут решать проблемы
пациентов, не имея ни полномочий, ни реальных рычагов воздействия
