Более двухсот вопросов со всех регионов страны поступило министру строительства и жилищно-коммунального хозяйства РФ Михаилу Меню в рамках проекта Общественной палаты РФ «Час с министром».
«Главная цель нашего проекта – показать пример региональным властям, призвать их к открытому диалогу с общественностью, показать, что многие проблемы можно и нужно решать, не доводя до федерального уровня. Согласитесь, стыдно, когда Президент во время прямой линии зачитывает обращения граждан, которые проигнорировали местные власти. Вот мы в меру своих сил и показываем, как нужно работать в тесной связке власти и общества» — отметил, открывая встречу с Михаилом Менем, Секретарь Общественной палаты Александр Бречалов.
В свою очередь Михаил Мень обратил внимание на одну особенность Министерства строительства и ЖКХ.
«Отмечу, что у нашего министерства нет подразделений в регионах, поэтому мы при мониторинге и решении многих проблем опираемся только на общественников, на активных граждан и представителей региональных палат. У нас выстроено очень тесное взаимодействие, которое дает свой результат», — подчеркнул он.
Председатель Комиссии ОП РФ по развитию социальной инфраструктуры, местного самоуправления и ЖКХ Игорь Шпектор также подтвердил, что тема ЖКХ – одна из самых актуальных для граждан.
«Ежедневно в нашу комиссию приходят тысячи писем и обращений, пожалуй, ни одна комиссия Общественной палаты не получает столько вопросов. И без тесной связи с представителями министерства не удалось бы решить и трети проблем населения», — рассказал Шпектор.
За 1,5 часа встречи удалось затронуть лишь малую часть вопросов, которые пришли на сайт Общественной палаты РФ, в социальные сети и онлайн-чат.
Представитель Общественной палаты Екатеринбурга Сергей Колясников интересовался, можно ли не допускать к управлению домами ООО с уставным капиталом в 10 000 рублей, без страховки от банкротства и, по сути, без финансовой ответственности перед собственниками жилья.
«3 года назад была оживленная дискуссия о том, что делать с управляющими компаниями. Одним из предложений было движение в сторону саморегулирования, как практик я выступил против. Решили, что дальше будет лицензирование. С коллегами из Парламента мы решили, что подведем итоги первого года работы закона о лицензировании, потом примем поправки», – ответил Михаил Мень.
Конечно, были затронуты вопросы предоставления земельных участков многодетным семьям, тарифной политики в сфере ЖКХ, предоставления жилых помещений по договору социального найма и расселения граждан из аварийного жилья.
«Например, Тыва расселила всего 3% нуждающихся в жилье граждан. В остальных регионах цифры чуть менее печальные, но план по переселению во всех регионах выполняется не больше, чем на 50%, как с этим бороться?» — спросил руководитель Центра ОНФ по независимому мониторингу исполнения указов президента «Независимая экспертиза» Виктор Рожков.
В свою очередь председатель фонда содействия реформированию жилищно-коммунального хозяйства Сергей Степашин пригласил всех собравшихся в совместную поездку по регионам с целью мониторинга исполнения данного поручения.
Секретарь ОП РФ Александр Бречалов в данном контексте поднял тему так называемого новоаварийного жилья.
«Появился новый термин «новоаварийное жилье», когда застройщики сдают объекты, не пригодные для проживания. Например, в Иркутске эта проблема очень остро стоит, в Тыве, в Бурятии и в других регионах. И если местные власти не хотят или не могут решить эту проблему, то мы должны поехать вместе с представителями министерства, фонда, общественниками и разобраться, возможно, вынести конкретные эпизоды на федеральный уровень» — отметил он.
Всего Михаил Мень в рамках встречи ответил более чем на 20 вопросов от граждан и членов региональных палат. Все остальные обращения, на которые министр не успел ответить в ходе встречи, будут обработаны индивидуально.
«Встреча была очень важна. Напомню, что общественные палаты и активные граждане – наша единственная обратная связь из регионов. Много вопросов к нам – это хорошо, это значит, что есть доверие. Люди верят, что министерство способно решать вопросы, хотя подменить собой региональные власти мы тоже не можем. Единственный вариант – действовать сообща», — завершил встречу Михаил Мень.
