15 ноября в Минэкономразвития России прошло заседание рабочей группы (далее – РГ) по вопросам совместного участия в противодействии коррупции представителей бизнес-сообщества и органов государственной власти. В работе мероприятия принял участие вице-президент ОПОРЫ РОССИИ, председатель Комитета по административной реформе и антикоррупционной деятельности Владислав Корочкин.
Среди вынесенных на обсуждение участников заседания – вопрос о проведении антикоррупционной экспертизы проектов и уже действующих нормативных правовых актов. В его рамках в том числе обсуждалась тема необходимости переработки существующей «Методики проведения антикоррупционной экспертизы нормативных правовых актов и проектов нормативных правовых актов». Напомним, документ утвержден постановлением Правительства РФ от 26февраля 2010г. N 96 «Об антикоррупционной экспертизе нормативных правовых актов и проектов нормативных правовых актов». В настоящий момент РГ готовит предложения по доработке указанной методики.
Позиция ОПОРЫ РОССИИ: документ нуждается в существенном расширении перечня коррупциогенных факторов на основе методики, первоначально утвержденной Правительственной комиссией по административной реформе. Действующая методика не содержит исчерпывающего перечня коррупциогенных факторов – и это предопределяет недостаточную эффективность проводимой антикоррупционной экспертизы, считают эксперты организации.
Отдельное внимание на заседании РГ было уделено инициативе изменения регламента работы Госдумы ФС РФ. Как сообщил В. Корочкин, бизнес-сообщество считает важным ввести проведение ОРВ-оценки проекта НПА также при его рассмотрении в нижней палате парламента РФ. По мнению участников обсуждения, законопроект должен пройти экспертную оценку на стадии уже одобренного профильным Комитетом к процедуре второго чтения.
Также одним из наиболее обсуждаемых на мероприятии стал вопрос о необходимости учета консолидированного мнения бизнес-сообщества при проведении антикоррупционной работы.
