Региональное отделение Общероссийской общественной организации малого и среднего предпринимательства «Опора России» по Сахалинской области настаивает на необходимости включения представителей общественности в процесс привлечения иностранной рабочей силы. Для этого Председатель Сахалинской «Опоры России» Юрий Дьяков намерен войти в состав межведомственной комиссии по привлечению иностранных работников, курируемой Сахалинским Агентством по труду.
Следует отметить, на сегодняшний день Агентство по труду Сахалинской области на ходатайство Сахалинской «Опоры России» по этому вопросу ответило отказом, сославшись на правила формирования органа. На фоне всевозрастающего недовольства бизнеса по отношению к миграционной политике региональных властей, Председатель Сахалинской «Опоры России» Юрий Дьяков подчеркивает, что деловая общественность должна принимать участие в этой работе. При этом, по своей сути межведомственная комиссия должна быть площадкой, на которой встречаются все участники процесса привлечения иностранных работников. На сегодняшний день этот орган состоит только лишь из представителей властей и интересы самих заявителей никто не защищает.
Нельзя не отметить и тот факт, что согласно Положению о МВК члены Комиссии имеют право привлекать к работе органа представителей различных организаций, а также экспертов, при этом на заявления инициативных организаций они традиционно отвечают отказом.
В Сахалинской «Опоре России» отмечают, что за последнее время в предпринимательских кругах назрело глубокое непонимание, и как результат – недовольство принципами распределения миграционных квот для островного бизнеса. Число отказов в привлечении трудовых мигрантов для представителей малого бизнеса увеличивается, а причины, по которым ежегодно квоты распределяются практически одному и тому же узкому кругу компаний по-прежнему не комментируются курирующими ведомствами.
Нынешняя система привлечения работников из-за рубежа не только не позволяет бизнесу латать кадровые дыры, но еще и приводит к большим финансовым убыткам. В поддержку этой позиции в августе этого года в СМИ была опубликована статья члена Сахалинской «Опоры России» Натальи Дунаевой, в которой подробно описывался печальный опыт привлечения работников-иностранцев. В данном случае, компания понесла внушительные убытки за невозвращенные средства по уплате государственной пошлины на иностранцев.
При этом, следует отметить, что в условиях серьезного кадрового дефицита в регионе иностранные работники для малого бизнеса являются практически единственной возможностью для формирования кадрового состава. От получения разрешения на привлечение мигрантов без преувеличения зависит существование предприятий. Особенно остро от существующих условий сегодня страдает малый строительный бизнес.
Решение сложившейся ситуации в Сахалинской «Опоре России» видят в ежеквартальной отчетности межведомственной комиссии Агентства по труду по распределению миграционных квот, обнародованию списка компаний-получателей и обоснованию причин отказа в привлечении иностранцев для всех остальных заявителей.
Юрий Дьяков подчеркивает, что настало время в вопросах привлечения иностранных работников в Сахалинской области перенять принципы прозрачности государственного регулирования, активно продвигаемые со стороны Правительства Российской Федерации. Это позволит повысить эффективность работы этого механизма кадрового обеспечения региона и улучшить качество диалога между малым бизнесом Сахалинской области и региональными властями.
