Предоставление субсидии осуществляется по образовательным программам и соответствующим направленности (профилю) образования организации, осуществляющей образовательную деятельность, в отношении образовательных услуг, полученных заявителями в организациях инфраструктуры поддержки малого и среднего предпринимательства городского округа «Город Южно-Сахалинск», имеющих лицензии на осуществление образовательной деятельности в соответствии с законодательством Российской Федерации:
- Негосударственное образовательное учреждение «Сахалинский образовательный центр бухгалтеров и аудиторов «Аудит-Траст-Обучение»;
- Автономная некоммерческая организация Учебный Центр «Активное Образование»;
- Негосударственное образовательное учреждение «Учебный центр ОАО «Сахалинэнерго»;

- Негосударственное образовательное учреждение дополнительного профессионального образования (повышения квалификации) специалистов «Сахалинский Центр Охраны Труда»;
- Негосударственное образовательное учреждение Учебный Центр «СахИнфо-Сервис».
Субсидированию подлежат документально подтвержденные затраты заявителей, произведенные в период 2011-2014 гг.
Субсидия предоставляется следующим заявителям:
- соответствующим требованиям статьи 4 Федерального закона от 24.07.2007 № 209-ФЗ «О развитии малого и среднего предпринимательства в Российской Федерации» или включенным в перечень организаций инфраструктуры поддержки малого и среднего предпринимательства городского округа «Город Южно-Сахалинск», утвержденный муниципальным нормативным правовым актом;
- зарегистрированным и осуществляющим деятельность на территории городского округа «Город Южно-Сахалинск»;
- предоставляющим отчетность в федеральные органы налоговой службы и статистики в порядке и случаях, предусмотренных законодательством Российской Федерации;
Субсидия предоставляется в следующих размерах:
— 90% – для заявителей, осуществляющих приоритетные виды экономической деятельности, определенные разделом II Программы;
— 70% – для заявителей, осуществляющих виды экономической деятельности, не отнесенные к приоритетным в соответствии разделом II Программы.
Предельный размер субсидии:
— для хозяйствующих субъектов, осуществляющих деятельность более года с момента государственной регистрации, не должен превышать 20 000 рублей на одного сотрудника, занятого у заявителя, а также не должен превышать 60 000 рублей на каждого заявителя в течение финансового года;
— для хозяйствующих субъектов, осуществляющих деятельность менее года с момента государственной регистрации, не должен превышать 10 000 рублей на каждого заявителя в течение календарного года.
Субсидия предоставляется при поступлении заявок в пределах бюджетных ассигнований и лимитов бюджетных обязательств на указанные цели на текущий финансовый год, предусмотренных Программой, с учетом даты и номера регистрации заявки.
Для получения субсидии заявитель предоставляет следующий пакет документов:
1. Заявка установленной формы;
2. Договор на оказание образовательных услуг, заключенный между заявителем и образовательной организацией (или его заверенная копия);
3. Платежные поручения (кассовые документы), подтверждающие факт произведения расходов (или их заверенные копии);
4. Акт выполненных работ, подписанный без разногласий заявителем и образовательной организацией (или его заверенная копия);
5. Документ, подтверждающий факт приема на работу сотрудника, прошедшего обучение (или его заверенная копия) — для лиц, работающих по найму;
6. Выписка из Единого государственного реестра юридических лиц или индивидуальных предпринимателей, содержащая сведения о видах экономической деятельности заявителя и сведения об учредителях (участниках) юридического лица, выданная налоговым органом не ранее чем за месяц до дня подачи заявки.
7. Документ (или его заверенная копия), подтверждающий объем выручки или балансовой стоимости активов (бухгалтерский баланс, отчет о прибылях и убытках (отчет о финансовых результатах), налоговая декларация, а для заявителей, в отношении которых отчетный период еще не наступил, а также индивидуальных предпринимателей, применяющих систему налогообложения в виде единого налога на вмененный доход — справка, подписанная заявителем):
— заявители, осуществляющие деятельность более года с момента государственной регистрации, предоставляют подтверждающие документы за последний отчетный год;
— заявители, осуществляющие деятельность менее года с момента государственной регистрации, предоставляют подтверждающие документы за период, прошедший со дня их государственной регистрации.
8. Документ (или его заверенная копия), содержащий сведения о среднесписочной численности работников и среднемесячной заработной плате в расчете на одного работника (форма РСВ-1 ПФР, а для заявителей в отношении которых отчетный период ещё не наступил, -справка, подписанная заявителем):
— заявители, осуществляющие деятельность более года с момента государственной регистрации, предоставляют подтверждающие документы за последний отчетный год;
— заявители, осуществляющие деятельность менее года с момента государственной регистрации, предоставляют подтверждающие документы за период, прошедший со дня их государственной регистрации.
9. Документ с отметкой налогового органа, содержащий сведения о наличии (отсутствии) задолженности у заявителя по уплате налогов, сборов, пеней и штрафов за нарушение законодательства Российской Федерации о налогах и сборах, выданный не ранее чем за месяц до дня подачи заявки.
В случае если учредителем заявителя (юридического лица) является одно или несколько юридических лиц, суммарная доля участия которых в уставном капитале заявителя превышает двадцать пять процентов, то заявитель по собственной инициативе представляет документы, указанные в подпунктах 7-8, в отношении этих юридических лиц.
В случае непредставления заявителем документов, указанных в подпунктах 7-8, заявитель в обязательном порядке прилагает документы, подтверждающие согласие юридических лиц — учредителей на межведомственный запрос в соответствии с требованиями Федерального закона от 27.07.2010 № 210-ФЗ «Об организации предоставления государственных и муниципальных услуг».
Документы, указанные:
— в подпунктах 1–5, предоставляются заявителем в обязательном порядке;
— в подпунктах 6-9, заявитель вправе предоставить по собственной инициативе.
В случае если документы, указанные в подпунктах 6–9 не представлены заявителем, Уполномоченный орган запрашивает подтверждение наличия и (или) достоверности таких документов и (или) информации у государственных органов, органов местного самоуправления в установленном законодательстве порядке.
