Мероприятие открылось сессией «Приоритеты развития малого и среднего бизнеса: шансы и вызовы текущего момента», в ходе которого были озвучены результаты исследования предпринимательских настроений сограждан, желающих посвятить себя бизнесу. В случае успеха – это будет необходимый документ и для Правительства, и для банков. На сегодня подобного документа у нас в стране не существует. Следует отметить, что это – не первая попытка создания подобного индекса активности, однако, по разным причинам документ так и не увидел свет.
Немаловажную роль в обсуждении заняла тема высоких процентных ставок для представителей малого и среднего бизнеса, по которой Александр Калинин высказался следующим образом:

Следует отметить также, что этому назначению предшествовала большая ознакомительная работа А. Бречалова, в ходе которой он посетил почти все регионы России. Визит в Хабаровский край, который пришелся на август этого года, был ознаменован также назначением на пост Председателя Дальневосточной дирекции Сергея Мазунина.
Таким образом, несмотря на плотную занятость в Общественной палате Российской Федерации и в Народном фронте, Александр Бречалов по ожиданиям членов «ОПОРЫ РОССИИ» с новым назначением может только увеличить свое участие в жизни организации, и в особенности – ее региональных отделений.
