Итоги опроса ОНФ показали низкий уровень осведомленности бизнесменов о мерах господдержки малого и среднего бизнеса.
Президент РФ, лидер Общероссийского Народного фронта Владимир Путин уделяет особое внимание развитию малого и среднего предпринимательства. В частности, данный вопрос обсуждался на заседании Совета по стратегическому развитию и приоритетным проектам, которое состоялось 21 сентября 2016 г. Тогда глава государства подчеркнул, что к 2018 г. численность работников, занятых в малом и индивидуальном предпринимательстве, должна вырасти до 20 млн человек. Отметим, что на конец 2014 г. число предпринимателей составляло около 18 млн. По мнению президента, в перспективе по уровню занятости в сфере малого бизнеса и его доли в валовом внутреннем продукте (ВВП) Россия должна выйти на сопоставимые показатели со странами Евросоюза, где предпринимательство, прежде всего, малое и среднее, являются опорой экономики.
В настоящее время основным государственным институтом поддержки предпринимательству является АО «Корпорация МСП», осуществляющая финансовую, имущественную и правовую помощь. Чтобы выявить уровень осведомленности предпринимателей о мерах господдержки малого и среднего бизнеса рабочая группа ОНФ «Честная и эффективная экономика» провела опрос более тысячи предпринимателей из Москвы, Санкт-Петербурга, Новосибирска, Казани, Екатеринбурга, Челябинска, Самары.
Выяснилось, что только 14% респондентов знают о существовании АО «Корпорация МСП». При этом среди тех, кто ответил утвердительно, практически никто не пользовался ее услугами. Такие данные свидетельствуют о низком уровне информированности предпринимателей о существующих мерах господдержки малого и среднего бизнеса.
Об этом же говорят и данные Счетной палаты РФ. Так, по сведениям ведомства, по состоянию на 1 декабря 2015 г. объем выданных гарантий составил 14,8 млрд руб., или 23,5% от показателя, установленного Основными положениями Стратегии развития Национальной гарантийной системы поддержки малого и среднего предпринимательства (63 млрд руб.). Имеются риски невыполнения показателей объема выданных гарантий и в 2016 г. За восемь месяцев 2016 г. было выдано гарантий в объеме 32 млрд руб., что составляет около половины от целевого значения (66 млрд руб.).
По данным опроса ОНФ, основными препятствиями, с которыми предприниматели сталкиваются при получении кредита, являются высокие процентные ставки (24%), требования к обеспечению суммы кредиты (22%), большое количество документов, которые необходимо предоставить в банке (17%). Отметим, что АО «Корпорация МСП» обладает реальным инструментом, способным облегчить условия получения кредитов. Ее основным механизмом поддержки является выдача поручительств и независимых гарантий под взятые предпринимателями банковские кредиты.
Кроме того, в настоящее время АО «Корпорация МСП» реализует крупный интернет-проект по поддержке малого и среднего предпринимательства – Бизнес-навигатор, информация о котором также практически не распространяется в профильной среде. Между тем, проект разработан с целью помочь предпринимателям определиться относительно отраслевой направленности своего бизнеса, его территориального размещения и перспектив получения заемных средств в банке. Бизнес-навигатор базируется на данных более пяти тысяч реальных успешных предприятий малого бизнеса и параметрах франшиз, проверенных экспертами отраслевых профессиональных объединений, официальных статистических данных, открытых данных органов государственной и муниципальной власти, геоинформационных данных, результатов маркетинговых исследований и данных о коммерческой недвижимости.
«АО «Корпорация МСП» необходимо обратить внимание на улучшение механизма обновления данных и повышение уровня их уникальности. Например, в настоящее время рыночные данные о продаже и аренде коммерческой недвижимости обновляются всего один раз в две недели, и АО «Корпорация «МСП» рекомендует пользователям сервиса дополнительно проверять их актуальность. Это неудобно. Также «Корпорация МСП» упускает освещение своей деятельности. Ее руководству необходимо обратить внимание на продвижение информации о работе компании в профильной среде, так как от этого прямо зависят масштабы того, чем она будет заниматься в дальнейшем», — отметил эксперт ОНФ, директор проектов АО «Деловая Среда» Алексей Воронин.
