Редакцией citysakh.ru, по своим каналам, удалось заполучить одно из писем-жалоб предпринимателей Южно-Сахалинска в адрес уполномоченного по защите прав предпринимателей Сахалинской области Андрея Коваленко.
Нам удалось узнать, аналогичные письма уже направлены в адрес председателя Сахалинского отделения Общероссийской общественной организации малого и среднего бизнеса «Опора России» Юрию Дьякову и мэру Южно-Сахалинска Сергею Надсадину. Аналогичное письмо готовится в адрес прокурора Сахалинской области.
Предприниматель, который работает с 1996 года в муниципальном округе «Южно-Сахалинске» оказался в сложнейшей ситуации.

— Наше предприятие первое в 1996 году открыло муниципальную пекарню в селе Синегорск. Работать пришли в разрушенное здание, восстановив его своими силами.
В сутки мы выпекали более 3 000 булок хлеба по ценам хлебокомбината. Мы создали рабочие места в селе Синегорск, который находится в депрессивном состоянии. Шахта закрыта, работы нет. Однако 48 человек смогли найти у нас работу и кормить свои семьи. Для маленького поселения это много.
В итоге, администрация Южно-Сахалинска лишает нас права работать в этом здании,пекарня переходит в другие руки, цех закрывается спустя 6 месяцев. Город лишился малого предприятия, налоговых поступлений, рабочих мест и социально значимой продукции.
На этом процесс выдавливания моего бизнеса с рынка не остановился.
С 2010 года со мною расторгнут договор аренды и снесен торговый павильон по ул. Сахалинской, кулинарный цех с торговым павильоном по ул. Пограничная,магазин по проспекту Мира. В завершении, скоропостижно, буквально за два дня,снесли павильон «Каравай» на улице Есенина и на его месте вновь уже стоит магазин с тем же названием, но уже не мой.
За все это время, мне ни разу не предложили какой-либо замены земельным участкам, отобранных у меня. Нет поддержки со стороны властей, нет даже сочувствия.
Благодаря деятельности ДАГИЗ, меняющего правила игры в городе, я была вынуждена выбросить в урну два проекта: проект двухэтажного магазина по Спортивному проезду 17 и одноэтажного магазина по улице Амурская. Оба проекта ценой в 1,5 млн рублей каждый.
Я откровенно боюсь нести свой договор аренды на продление, понимая, что землю у меня отберут. Хотя, город регулярно поглощает арендные платежи, перечисленные мною и письменного уведомления о расторжении договора, в мой адрес, не поступало со стороны ДАГИЗ.
На этом клочке земли работает мой последний, «временный» магазин,обеспечивающий жителей окрестных домов продуктами по социальным ценам, где я принципиально не торгую спиртным и табаком.
Как мы видим, обычный предприниматель, не имеющий в своем активе удостоверения государственного, либо муниципального служащего, и не имеющего высоких покровителей, остался в своем родном городе не у дел.
Благодаря созданным «условиям» горожане потеряли рабочие места, налоги в местный бюджет. Власть теряет свой авторитет и ее подразделения становятся объектами народных присказок.
Не помогают даже смена вывесок и ротация руководства. Принципы работы не меняются и сохраняют свои традиции десятилетиями.

— К сожалению, мы, предприниматели, часто сталкиваемся с подобным отношением к нам со стороны чиновников. Казалось бы, горожане, которые наняли себе на работу муниципальных служащих за свои собственные деньги, вынуждены страдать от результата их действий, либо от их бездействия.
