Активисты регионального отделения Общероссийского народного фронта в Сахалинской области будут рекомендовать областной и местным властям повысить доступность информации о реализации программы капитального ремонта. А также разобраться в причинах низкого освоения средств Фонда капитального ремонта на проведение работ по капитальному ремонту за 2016 год.
Новым поводом для обращения Народного фронта стал рейтинг регионов по исполнению программ капремонта центра «Народной экспертизы» ОНФ за 9 месяцев 2016 года. Согласно этим данным Сахалинская область заняла 43 место среди регионов России. При этом по собираемости взноса граждан область на 19-ой позиции, по неизрасходованным остаткам средств собственников за предшествующий период на 32 месте (более 456 млн. руб.), по количеству квадратных метров многоквартирных домов на одного сотрудника регионального оператора капитального ремонта на 13 месте (175 тыс. кв. м.).
«Для примера эффективности в этой сфере можно привести лидера рейтинга республику Татарстан, где на каждого из 15 специалистов Фонда капремонта приходится 4 661 м. А в Сахалинском региональном операторе капремонта аж 51 человек! Но коэффициент их полезного действия намного хуже. При этом население Татарстана на порядок больше, чем на наших островах, — отметил член Сахалинского штаба ОНФ Юрий Дьяков. – Кроме того, в принципе не понятно почему остаются сотни миллионов невостребованных средств на счетах региональных операторов капремонта в условиях, когда большая часть жилого фонда имеет значительную степень изношенности и построена еще в советский период. Подобное отношение наряду с плохо проведенной информационной кампанией добавляет причин для недовольства населением ходом программы капремонта и не увеличивает собираемость взносов граждан на что в свою очередь жалуются чиновники. Люди должны четко знать на какие нужды будут направлены их деньги». Общественники намерены предложить губернатору области взять под контроль исполнение основных функций регионального оператора капитального ремонта. А на сайте регионального оператора капремонта размещать необходимые сведения и документацию о каждом объекте ремонта, и ввести опцию оценки пользователями удобства и возможностей интернет портала.
Центр «Народной экспертизы» ОНФ в рамках составления рейтинга регионов по исполнению программ капремонта оценивал общее выполнение работ по программе, собираемость взносов на капремонт от муниципалитетов и собственников, востребованность средств собственников жилья, количество проведенных работ на каждый дом, а также нагрузку на сотрудников регоператора. Чем выше была сумма баллов по всем показателям, тем более высокую позицию в рейтинге получал регион. При расчете показателей для формирования рейтинга были использованы данные АИС «Реформа ЖКХ».
Сахалинские активисты ОНФ ранее также проводили мониторинги, показавшие, что значительная часть собственников не удовлетворена качеством капремонта, плохо информирована о том, как и в каком объеме он будет выполняться. Жители недовольны и тем, что их мнение не учитывается при проведении подобных работ. Поэтому общественники и в дальнейшем продолжат контроль проведения программы капитального ремонта в области.
