27 сентября в здании Федеральной налоговой службе состоялось совместное заседание Правлений «ОПОРЫ РОССИИ» и НП «ОПОРА». Главными вопросами повестки дня стали возможности взаимодействия «ОПОРЫ РОССИИ» и Федеральной налоговой службы России.
Заместитель руководителя ФНС России Дмитрий Григоренко выступил с докладом о недавно запущенном Едином реестре субъектов малого и среднего предпринимательства и в онлайн-режиме продемонстрировал его возможности. В частности, каждому пользователю портала nalog.ru, где размещен реестр, доступна информация о всех субъектах малого бизнеса. Внесение сведений обо всех микро-, малых и средних предприятий осуществляется ФНС на основании сведений, содержащихся в Едином государственном реестре юрлиц, Едином государственном реестре индивидуальных предпринимателей, а также сведений, представленных в налоговой отчетности.
На сегодняшний день в реестр внесено 5,67 млн субъектов МСП. Из них 5,38 млн – это микропредприятия, 270,5 тысяч – малые предприятия и 20,6 тысяч – средние предприятия. В реестр не попадают компании, не предоставившие налоговую отчетность. А почему малому бизнесу важно оказаться в этом реестре, объяснил Президент «ОПОРЫ РОССИИ» Александр Калинин: «Если вас нет в реестре, вы не сможете участвовать в госзаказе. Если вы есть, то вам должны дать квоту 10%. Кроме этого, вы можете рассчитывать на средства господдержки, которые идут по мартовской программе, по программе фонда Бортника».
При этом, реестр не включает в себя предприятия такой формы хозяйственной деятельности, как акционерные общества. Этот вопрос требует отдельной проработки, отметил Александр Калинин.
Важным пунктом обсуждения стал доклад Андрея Бударина, начальника Управления оперативного контроля ФНС – контрольно-кассовая техника (ККТ) нового образца: введение механизма, ожидаемый эффект и возможность минимизации последствий. Докладчик пояснил, что суть реформы заключается, в первую очередь, в создании эффективных механизмов по контролю и учету выручки, оптимизации временных затрат. Сегодня при внедрении ККТ нового образца постарались учесть все технические инновации.
Он пояснил, что уже с этого года у бизнеса появилась возможность добровольно зарегистрировать ККТ, обеспечивающую передачу информации о расчетах в налоговые органы. Суть нововведения в том, что ККТ будет передавать информацию о расчетах в электронном виде. Таким образом, информация о покупках-продажах организации или индивидуального предпринимателя будет доступна налоговому органу в режиме онлайн, что позволит сократить количество проверок.
Обмен данными с налоговыми органами будет происходить через операторов фискальных данных, с которыми налогоплательщикам необходимо заключить договор. Андрей Бударин обратил внимание, что сбои связи не повлияют на работу кассовой техники, так как она сможет сохранить данные о расчетах, которые будут направлены оператору после восстановления связи. Важно также, что для регистрации ККТ не нужно обращаться лично в налоговый орган. Всю процедуру можно провести с помощью сайта Налоговой службы.
Глава Федеральной налоговой службы Михаил Мишустин поблагодарил членов «ОПОРЫ РОССИИ» за активную совместную работу: «Мы общаемся в Госдуме, в Администрации Президента, на площадке ФНС – все происходит в открытом диалоге».
Сегодня, по словам Михаила Мишустина, малый бизнес наконец обрел свои очертания, стал идентифицироваться. Если раньше определение в законе не давало возможности однозначно идентифицировать субъекты малого и среднего бизнеса, то сейчас после появления реестра, это сделать стало гораздо проще. Буквально за 6 месяцев ФНС совместно с Корпорацией МСП разработали и внедрили Единый реестр субъектов малого и среднего предпринимательства. Сегодня получить соответствующую выписку не составляет никакого труда – все процедуры проходят на сайте ФНС.
Отдельно Михаил Мишустин отметил, что ФНС стало значительно реже наведываться с проверками к малому бизнесу. «Поверяется 1 из тысячи компаний, размещенных в реестре, — отметил он. — Больше нет пресса, о котором много говорили. Мы сторонники как можно глубже уходить в аналитику и разговаривать с бизнесом. Важно, что с малым бизнесом у нас не возникает проблем».
Помимо вопросов экономического характера, на мероприятии затронули вопросы политики. По итогам прошедших выборов в Госдуму VII созыва статус государственных депутатов получили 6 представителей «ОПОРЫ РОССИИ». В Госдуме нашу организацию будут представлять вице-президент «ОПОРЫ РОССИИ» Дмитрий Сазонов, члены Правления «ОПОРЫ РОССИИ» Антон Гетта и Николай Николаев, член Нижегородского РО Владимир Панов, член Камчатского РО Константин Слыщенко, член Хабаровского РО Борис Гладких.
Александр Калинин поблагодарил коллег за отличную работу и выразил надежду, что теперь голоса «ОПОРЫ РОССИИ» будут еще лучше слышны на всех уровнях власти.
Затем участники заседания обсудили новые стандарты деятельности комитетов и комиссий, предстоящие мероприятия «ОПОРЫ РОССИИ», а также изменения в структуре руководящих органов, состав и численность региональных отделений. В частности, в состав вице-президентов организации вошел руководитель комитета «ОПОРЫ РОССИИ» по внутреннему и въездному туризму Алексей Кожевников. Решение было принято единогласно.
