Во Владивостоке завершился первый день Восточного экономического форума, в рамках которого «ОПОРА РОССИИ» провела ключевую сессию «Развитие малого бизнеса на Дальнем Востоке».
Президент «ОПОРЫ РОССИИ», модератор сессии Александр Калинин отметил во вступительном слове, что последние два года развитию малого бизнеса уделяется беспрецедентное внимание. «Диалог между властью, обществом и бизнесом о развитии МСП и значении, которое малый бизнес имеет для экономики страны, влияет и на общество, и на интенсивность наших международных контактов», — подчеркнул Александр Калинин.
Эти слова в своем выступлении подтвердил Олег Фомичев, статс-секретарь, заместитель Министра экономического развития РФ. Он отметил, что сегодня Минэкономразвития старается обеспечить комплексность и системность политики по поддержке МСП. В рамках разработанной Стратегии развития МСП до 2030 года ведомство решило сфокусировать все инструменты поддержки малого бизнеса, которые есть в распоряжении государства.
В частности, Министерство экономического развития продолжает работать в направлениях регуляторики: введен мораторий на проверки малого бизнеса, повышены пороги применения УСН, продлено действие ЕНВД. Кроме этого стартует нововведение, которое долго время лоббировала «ОПОРА РОССИИ»: принцип первого предупреждения, подразумевающий, что за первое нарушение предпринимателя не штрафуют, а выносят предупреждение.
Сегодня на повестке дня – введение рискориентированного подхода к проведению проверок. Этот принцип предполагает, что проверки будут сфокусирован на объектах более высокого риска, что также должно снизить давление на бизнес.
Олег Фомичев также рассказал о федеральном образовательном проекте, который позволит вводить в основы ведения предпринимательской деятельности всех желающих. Кроме этого, Минэкономразвития запускает сеть многофункциональных центров для бизнеса. Успешный опыт МФЦ для граждан уже реализуется во всех регионах страны. Часть услуг они предоставляют и бизнесу. Во-первых, это увеличение доступа малого бизнеса к закупкам инфраструктурных монополий, госкомпаний. Сегодня, по словам Александра Бравермана, объем закупок МСП составляет 650 млрд рублей. К концу года прогнозируется, что эта цифра увеличится до одного триллиона. «Создан новый сегмент рынка, — отметил директор Корпорации. – Этот рынок измеряется сегодня в 99 тысяч позиций. И это не просто товары — услуги, идет устойчивое движение к высокотехнологичной продукции».
Второе направление деятельности Корпорации — кредитно-гарантийная поддержка. «Создав крупный сегмент спроса, мы должны ответить крупным компаниям адекватным предложением.
