Всю неделю моя малая родина провинциальный Тамбов лихорадочно смеялся и рыдал. Причем делал это одновременно и на всю страну. Повода было два. Смеялся над жутким памятником, поставленным в самом центре города в ознаменовании дня рождения Лермонтова. Слава богу, не Иван Грозный, а всего лишь бабища неопределенного возраста с изрядно потрепанной и открытой всем ветрам грудью — тамбовская казначейша. А в перспективе — к 2020 году — и остальной России. Тамбовчанам впервые принесли экспериментальный налог на их квартиры. Рассчитанный по тем самым зверским повышенным ставкам, как будто они владеют не домиком в деревне или «двушкой» на первом этаже, а как минимум замком во Франции. «Тамбов на карте генеральной кружком означен не всегда» (Лермонтов М.Ю.) — зато после такого провинциальный город отметился сразу во всех федеральных новостях. Новую ставку налога установили местные депутаты, люди, как вы догадываетесь, очень радеющие за бюджет и страну. И, видимо, именно потому не понимающие: отчего в области, где средняя зарплата почти самая низкая по России и составляет чуть больше 20 тысяч рублей, а рядовая семья из четырех человек нередко живет всего на 30–40 тысяч в месяц, помимо остальных расходов ежемесячно выкраивая 5–6 тысяч за ЖКХ, люди не могут выложить еще и налоговой за свою недвижимость 35 тысяч рублей. Или 37. Или 45. Или под 60. Денег нет? А вы поищите. Ужмитесь. Затяните потуже пояса. Сядьте на диету, наконец. Залезли в карман к горожанам большинством голосов Тамбовской городской думы еще в далеком 2014-м. Но наши граждане, как всегда, опомнились лишь к концу нынешнего года, когда реально получили квиточки с драконовскими цифрами. Более того, при расчете данного налога к инвентаризационной стоимости недвижимости прибавили еще 14,7% — размер так называемого коэффициента-дефлятора, рекомендованного к применению Минэкономразвития РФ и фактически переводящего любую квартиру в категорию элитной. Если жилплощадь у тамбовчанина стоит свыше 2,5 миллиона рублей, то есть это обычная «трешка», ежегодно отдавать за нее придется 1,5 процента от ее стоимости. А меньше чем через 70 лет семья за свои квадратные метры расплатится дважды. Тем же, кому повезло поселиться в халупе рангом пониже, станут отстегивать государству чуть поменьше — 1% от стоимости. И удвоят цену за свою квартиру ровно за 100 лет. А вы говорите «проценты по ипотеке»! Кстати, об ипотеке, те, кто попал в эту кабалу, будут платить дважды – налог за саму квартиру, новую и большую, следовательно, очень дорогую по данной ставке, ну и ежемесячные выплаты, которые никто тоже не отменял. Кроме того, налоговую ставку рассчитали, исходя из так называемой суммарной цены всего имущества. Отныне сдавать вторую квартиру, оставшуюся в наследство от умершей тетушки, станет не просто невыгодно, а и весьма накладно. Так как цена всех объектов недвижимости будет сложена и приведена к общему знаменателю. По словам горожан, у некоторых такие суммарные суммы уже зашкалили за несколько миллионов. Хватающимся за сердце пенсионерам (они первые и забили тревогу) квитанции пришли тоже. Притом что по тамбовским региональным законам пожилые люди, доказав свою финансовую несостоятельность, не должны платить налог за единственную квартиру, в которой живут, но все равно обязаны уплатить за землю, где стоит их дом, даже в том случае, если тот многоквартирный. Впрочем, налоговая расстаралась, и многие старики получили «письма счастья» и за свои квартиры тоже — то ли по ошибке, то ли на всякий случай — а вдруг да и заплатят. Официально налоговики объясняют этот конфуз сбоем в компьютерной системе, но почему-то не в пользу дедушек и бабушек. «Мой отец — пенсионер. Никаких нескольких объектов недвижимости не имеет. Вчера пришел привет из налоговой — отдать 16 тысяч рублей за домик под Тамбовом, в котором он живет и прописан. Завтра он едет ложиться в больницу на обследование, так как болен.
