Совсем недавно в Сахалинском региональном отделении общественной организации малого и среднего предпринимательства «Опора России» начал работу новый комитет по инновациям в промышленном производстве и сельском хозяйстве, который возглавил генеральный директор АО «Сахалинский хлебокомбинат» Владимир Петрович Боев. Он рассказал о том, какие есть проблемы промышленного производства на Сахалине, и как себя чувствуют предприниматели в этой сфере.
-Вы возглавили в Сахалинском региональном отделении «Опоры России» комитет по инновациям в промышленном производстве и сельском хозяйстве. Как вы видите работу этого комитета?
Владимир Петрович Боев (В.П.Боев):
— На сегодняшний день у бизнеса достаточно много проблем: в производственной сфере требуется экономия энергоресурсов, а также оптимизация затратной части.
Хотелось бы, чтобы среди наших островных предпринимателей, наряду с теми, кто занимается торговлей, появилось больше производственных предприятий, чтобы меньше завозили товаров на остров, а больше производили. Надеюсь, что в новом комитете удастся обобщить имеющий опыт работы и взять курс на инновации в этой сфере, помогать тем, кто начинает заниматься производством. Мы, как местные товаропроизводители, знаем, как это сделать.
Меня многие предприниматели знают лично и делятся своими проблемами, практически все они идентичны. В основном это, конечно же, экономика и финансы, но главное – возможность донести до потребителя продукт по прямой цене. Если товар с материка, добравшись до Сахалина, получает наценку в 100, а то и 200%, то у местных производителей есть возможность выставить продукцию на прилавки по стоимости доступной для нашего потребителя.
Есть проблемы и с торговыми местами на прилавках супермаркетов. Самые крупные из них открывают собственные линии, и уже не берут нашу продукцию, потому что она создают конкуренцию их собственным производствам. Они отказываются брать наши кондитерские изделия, потому что люди больше покупают торты, сделанные нами, а их изделия остаются нереализованными. Ещё и по цене наша продукция дешевле, потому что у нас достаточно большое производство и себестоимость ниже.
Мы планируем, что наш комитет будет оказывать помощь в продвижении товаров местных производителей на полки крупных супермаркетов в том числе.
К:
— Что вы думаете о развитии бизнеса в сфере пищевой промышленности в России?
В.П. Боев:
— Мне кажется, чтобы развивать бизнес в сфере пищевой промышленности, надо сначала развить сельское хозяйство. Насколько мне известно, по производству зерна Россия вышла на первое место, но если говорить о производстве хлебопекарного зерна, то его не производят сейчас в достаточных объёмах.
Производят, в основном, зерно 4-5 категории, которое не очень-то пригодно для выпечки хлеба. Из него не производят муку по ГОСТ, только ТУ, из которой вкусной выпечки не получиться. Качества зерна, конечно же, хотелось бы повыше, класса «экстра». Такое сейчас производят в Канаде, немного в Украине. Первый и второй класс — в Казахстане. Третьего класса зерно выращивают в России на Алтае. У нас на Дальнем Востоке таких производителей нет.
Сейчас и Президент, и Правительство Российской Федерации делают много для развития сельского хозяйства. Хотелось бы, чтобы всё получилось, тогда и переработка, конечно же, не будет отставать.
А пока нам приходиться возить качественное сырьё издалека. На Сахалине проживает порядка 400 тыс человек и конкуренция между производителями хлеба достаточно высока. ТУ мука в производство хлеба практически не идёт, нужна ГОСТ стандарта.
Если какой-нибудь предприниматель захочет сделать хлеб из муки низкого качества, у него просто не будут брать продукцию. Сахалинский покупатель, всё-таки, капризен. У нас достаточно большой ассортимент, даже для такого небольшого, по российским меркам, города, как Южно-Сахалинск, качество продукции гораздо выше, чем в других регионах нашей страны.
К:
— Следующий вопрос касается вашего участия в съезде «Опоры России», как нам известно, сейчас вашу кандидатуру рассматривают для введения в состав делегации Сахалинского регионального отделения. Вы наверняка знаете, что ранее на таких мероприятиях рассматривались инициативы, которые ложились в основу изменений в законодательстве, например, федеральный закон №316-ФЗ, касающийся проверок предпринимателей.
Президент РФ В.В. Путин и сопредседатель Центрального штаба ОНФ, секретарь Общественной палаты РФ, первый вице-президент «ОПОРы России» А.В. Бречалов всегда с большим вниманием относятся к мнению предпринимателей и ориентируются на то, что даёт толчок для устранения препятствий и развития бизнеса в нашей стране.
Как вы думаете, какие сейчас должны обсуждаться вопросы на съезде «Опоры России», чего не хватает бизнесу в России? Каких законов, инициатив?
В.П. Боев:
— Мне кажется, что все ждут послабления со стороны налоговых сборов. Предприятиям, находящимся на общей системе налогообложения, как, например, наше акционерное общество, хотелось бы какого-то облегчения.
Кроме того, в данный момент государство субсидирует сейчас 50% расходов на модернизацию оборудования. Хотелось, чтобы эта цифра была увеличена до 70.
У нас же есть по стране опыт территорий, где налоги вообще практически не выплачиваются, так называемые территории опережающего развития. Хотелось бы также получить налоговые каникулы на тот период, пока происходит замена старого изношенного оборудование на новое. Ведь когда производиться модернизация производственных линий, необходимо сделать хотя бы косметический и фасадный ремонт здания и помещений, также в такой момент, как правило, требуется замена всех кабельных сетей и других коммуникаций, а всё это – серьёзные расходы. Хотя бы год послабления налоговых сборов, позволил бы многим безболезненно обновить мощности предприятий, перевести их на современные энергосберегающие технологии, которые безопасны, экономны и комфортны для людей, работающих на производстве. Это бы дало толчок и к развитию инвестиционной политики в экономике.
К:
— На днях Владимир Владимирович Путин подписал поправки в Уголовный и Уголовно-процессуальный кодексы РФ, направленные против давления на предпринимателей с помощью механизмов уголовного преследования. Что вы думаете по этому поводу?
В.П. Боев:
— Это очень правильное решение. Действительно по стране много случаев, когда правоохранительные органы в интересах каких-то структур, чтобы не решать более серьёзных проблем, разоряют бизнес.
Для безопасности бизнеса это очень правильное решение, и его, конечно же, ждали все предприниматели, чтобы ужесточился контроль за действием силовиков, которые, как сказал премьер-министр Медведев, «кошмарят» бизнес.
Самое главное теперь, чтобы пошло движение от самих предпринимателей, чтобы они не замалчивали такие моменты, а выносили их, как говорится, «на свет божий».
К:
— В продолжение этой темы, можно узнать ваше мнение о свободе бизнеса в Сахалинской области?
В.П. Боев:
— У нас разные варианты свободы для бизнеса. Кого-то преследуют правоохранительные органы и забирают последнее, и это не только собственность, но и силы, и здоровье. А кто-то, как бывший председатель городской Думы Южно-Сахалинска, настолько свободен, что может себе позволить в открытую совмещать высокий пост с ролью директора коммерческого предприятия. Есть категория предпринимателей, которые, пренебрегая законами Российской Федерации и интересами граждан, готовы пойти на всё ради получения прибыли.
Прочные связи, а зачастую и депутатские кресла, позволяют им взводить торговые объекты в нарушение всех градостроительных норм и интересов жителей близлежащих домов. Что им инвалиды или ветераны, которым будет перекрыт свет в окне зданием нового магазина, или те люди, кому построят общественный туалет у подъезда, если речь идёт о доходах?
Свобода для бизнеса в Сахалинской области избирательна, кому –то разрешено всё и нет никаких преград, потому что имеет связи или непосредственное участие власти предержащих, а кто-то не выдерживает в предпринимателях и года, «не выживает» в конкурентных войнах или борьбе с проверками и поборами, разоряется.
Кто-то вынужден следовать строго букве закона, а кто-то, пользуясь служебным положением, действует в своих интересах, обходя законодательные акты, так, как будто их не существует вовсе.
К:
— В вашей практике были случаи несправедливого отношения к вам контролирующих органов или силовых структур?
В.П. Боев:
— Были у нас частые проверки. Особенно со стороны Роспотребнадзора одно время. В 2014 году мы пережили настоящие атаки со стороны этого ведомства. Удивительные придирки, для нас абсолютно непонятные.
Была такая ситуация, когда наша аккредитованная бак-лаборатория на предприятии, которая проверят получаемое сырьё на предмет болезнетворных бактерий, обновляла лицензию. Мы не могли её получить, объяснялось это тем, что, вроде бы претензий к самому подразделению не было, а вот технолога проверяющие сочли недостаточно образованным. Хотя при получении аккредитации наш специалист прошла необходимое обучение и имела все необходимые документы.
В конце концов нам вообще сказали, что руководителем лаборатории должен быть учитель ботаники, который бы имел академические знания в области бактериологии. А наш технолог с двадцатилетним стажем и постоянным повышением квалификации на разного рода профессиональных курсах не соответствует этим требованиям.
Тогда была интересная ситуация, нам не выдавали документы и просто тянули время, чтобы закончилась лицензия. А потом, когда она закончилась, нам сказали, что не выдадут новую, потому что специалист не аккредитован.
Никаких документов не выдавали, все комментарии и замечания мы выслушивали устно. А подать в суд мы тоже не могли, потому что это значило бы нажить себе врага в лице контролирующего органа. А тогда бы нашли ещё много моментов, которые бы захотели проверить, и уже работать было некогда, пришлось бы заниматься проверками и подготовкой новых различных документов.
К:
— Ну и последний вопрос, что бы вы хотели пожелать нашим сахалинским предпринимателям в наступающем новом 2017 году?
В.П. Боев:
— Мне бы хотелось им пожелать хорошего настроения, здорового упрямства, оптимизма в стремлении к своим целям. Потому что без настойчивости и позитивного отношения к жизни в нашей стране добиться успеха практически невозможно. Пусть будет фанатическая уверенность в собственных силах и своём деле, которое в таком случае непременно состоится и получиться.
