Как рассказала председатель регионального отделения «ОПОРЫ РОССИИ» Дарья Меркушева, после того, как Президентом РФ были утверждены изменения в ФЗ №54 «О применении контрольно-кассовой техники» правила торговли и предоставления услуг населению кардинально изменились, сообщают на сайте «Опоры России».
«Вводится новый формат работы — это онлайн-кассы, которые позволяют наладить оперативный обмен данными между бизнесом и налоговыми службами в режиме реального времени. Предприниматели поддерживают стремление государства сделать бизнес прозрачным, вывести из тени тех предпринимателей, которые ведут нечестно дела, что позволит нам избежать недобросовестной конкуренции», – сказала Дарья Меркушева. В то же время она обратила внимание на то, что существует ряд проблем, с которыми сталкиваются предприниматели, переходящие на новый формат работы. Нововведения касающиеся применения онлайн-касс очень сильно сказались на камчатском бизнесе, несомненным минусом данной реформы стало то, что предприниматели зависят от поставок фискальных накопителей, которых не хватает. Но и это не самая большая проблема, разработчики касс и программного обеспечения спекулируют на ажиотаже, в итоге за одну и ту же программу приходится переплачивать в разы. Кстати о программном обеспечении, к сожалению, сегодня на рынке нет 100% удачных решений, программы «сырые», их обкатка идет на тех, кто первыми начали их использовать. «Считаю, что закон, вводящий необходимость установки онлайн-касс на всех предприятиях, для Дальнего Востока может привести к сворачиванию части бизнеса в регионах ДФО. Я уже подготовил ряд писем в Правительство РФ на эту тему. Введение онлай-касс существенно увеличит нагрузку на представителей нашего малого бизнеса», – сказал Константин Слыщенко.
Он также внёс к рассмотрению предложение о том, чтобы отсрочить до 2021 года введение онлайн касс для представителей малого бизнеса, использующих специальный налоговый режим ЕНВД (единый налог на вменённый доход). Это предложение поддержали депутатские корпуса Думы краевой столицы и Законодательного Собрания региона, камчатские региональные отделения ВПП «Единая Россия» и ООО МСП «Опора России».
Дарья Меркушева добавила, что «Опора России» также предлагает вывести из-под действия закона предприятия, находящиеся на патентной системе налогообложения. Речь идёт о самозанятом населении, индивидуальных предпринимателях, которые зарабатывает на жизнь оказанием таких небольших услуг, таких как репетиторство, стрижки, ремесленничество или мелкое ручное производство.
Ситуацию прокомментировал и начальник контрольного отдела Управления Федеральной налоговой службы по Камчатскому краю Лев Дудкин: «На сегодняшний момент по новому порядку в налоговых органах края зарегистрировано 2 831 контрольно-кассовая машина. Учитывая то, что мы ожидали в соответствии с переходом на новый порядок с 1 июля 2017 года регистрацию машин порядка 3 400 единиц, бизнес немного „сжался“, это объективная картина. Там, где было зарегистрировано 40 машин, сейчас их стало 25-30.Ещё около 700 машин находятся в стадии доставки», – сказал Лев Дудкин. Так же было отмечено, что Камчатский край занимает 1 место среди Дальневосточных регионов по вводу онлайн-касс, что свидетельствует об ответственном и добросовестном подходе бизнеса к реформе ККТ.
