Все новости минувшей недели пристегиваются к одной. Губернатор рассказал, как у нас все хорошо.
Все остальное — как бы на фоне. И самая большая проблема новостных лент — в том, что любой факт, любое событие, частный случай или всеобщая проблема ровным счетом ничего не значат. Выполняя первую часть основной своей функции — информирования населения, журналисты лишены части второй — влияния своими материалами на тех, от кого зависит решение. Так не везде, но в Хабаровском крае именно так. Что ж, тем забавнее — мы знаем, как оно на самом деле, и видим, как это выглядит со стороны власти. У читателей и авторов под волосами картинка складывается вполне. Интересно, а как у них?
Докладоискатели
На этой неделе губернатор Хабаровского края Вячеслав Шпорт отчитался перед краевыми депутатами о деятельности правительства региона в 2016 году. Полтора часа длилась его речь, и 28 парламентариев внимали ей, затаив дыхание. О чем же говорил губернатор?
— Несмотря на сложности, нам удалось повысить зарплаты работникам бюджетной сферы. В 2016 году средняя зарплата врачей чуть меньше 60 тысяч рублей, учителей чуть меньше 40. Продолжительность жизни в крае превысила 69 лет. Большой популярностью в крае пользуется проект ГТО. Участниками в 2016 году стали более десяти тысяч граждан. С 2012 года более тысячи детей-сирот получили квартиры, было вложено более двух миллиардов рублей. 307 миллионов рублей выделено на благоустройство дворовых и общественных территорий. З165 километров дорог предстоит привести порядок в крае за первые два года реализации федеральной программы. На 2017 год выделено более одного миллиарда рублей. Правительство привлекает инвесторов в сельское хозяйство. Наша задача — создать хороший политический и инвестиционный климат в регионе. Вчера было приобретено предприятие «Котиково». 80 миллиардов — ожидаемый приток инвестиций в рамках режима «свободный порт», — доложил Вячеслав Шпорт.
Вербально воспринимаемые сведения о жизни края рисуют в высшей степени положительную картину. Если подобные доклады ложатся на столы руководства страны, неудивительно, что верховная власть воспринимает страну искаженно и даже перевернуто. Не исключено, что и сам губернатор так же видит родной край.
По пунктам. Бюджетники — это не только и даже не столько учителя и врачи. Это еще и все полицейские, и другие силовики, это чиновники всех мастей. У них повысилась в первую очередь. Индексация называется.
Продолжительность жизни растет, потому что повышается средний показатель возраста, — молодежь уезжает, а детей рождается все меньше.
Десять тысяч ГТО-шников — это 1/133 часть населения края. То есть цифра в пределах простой статистической погрешности.
Тысяча сирот с хатами — отлично, только Твердохлебово все еще не сдано, а с 2012 года сменилось пять министров строительства (садились на нары, либо убегали).
Дороги — тоже замечательно, но миллиард на 3165 километров трасс — это 316 тысяч рублей на 1000 метров пути. Средняя стоимость только содержания одного километра трассы Чита — Хабаровск составляет 354 тысячи, а ремонт того же километра — 17 миллионов.
Правительство привлекает инвестиции в сельское хозяйство — купили «Котиково». Напоминаем для губернаторских спичрайтеров — не правительство чего-то там привлекло, а частные граждане собрали деньги, потому что СМИ подняли шумиху.
Итог доклада Вячеслава Шпорта — явственный диссонанс между бумагой и действительностью. Знаете, как это называется по научному? Галлюцинации. Ровно сто лет назад царю Николаю подобные реляции прилетали из губерний пачками.
Эфир в шоколаде
На фоне победительного выступления губернатора остальные события выглядят чуть ли не крамолой. Например, практически незамеченным осталось то, что общественно-политическую радиостанцию «Восток России» собираются «переформатировать». Это понятие означает, что радио лишается как общественной, так и политической составляющей, а приобретает спортивную. Зрелища вместо политики, ипподром вместо Форума (или как сказал один парень из «Белого дома», «трындят» слишком много, да и содержать их денег нет»). После «перезагрузки» радио предполагается, что и коллектив, и новый руководитель будут полностью «в шоколаде».
«Востоковцев» пытаются защитить хабаровское журналистское сообщество и ОНФ, только это бесполезно. Станцию передадут в ведение АНО «Открытый регион». Тому самому, которое «Хабаровский край сегодня», «Приамурские ведомости», вкладки в районные газеты (еще недавно их делали «Бизнес-вести Дальний Восток») и прочая. Напрямую радио, конечно, отбирать никто не будет — это не в тренде современной внутренней политики хабаровского «Белого дома». Просто этому СМИ уже создали невыносимые финансовые условия, у них выхода другого нет, кроме как лечь под АНО и начать получать хоть какие-то деньги из бюджета, рассчитанного на два десятка СМИ, а фактически пилящегося между шестью.
Молочные зубры
Любопытно, что ни о какой политике в докладе губернатора речи не велось. Только экономика и социалка. А между тем политические события в Хабаровске пусть редко, но случаются. В Южном округе краевой столицы прошли довыборы депутатов в городскую думу. Победителем стал кандидат от внесистемной оппозиции — «Партии Дела» Евгений Смолькин. Как утверждает его доверенное лицо Татьяна Котлова, успех Смолькину принес креативный подход к ведению предвыборной кампании.
Креатив заключался, по мнению предвыборного штаба, в нестандартном подходе кандидата к наполнению пивной кружки. Ему налили туда молоко и так сфотографировали.
— Это была идея всего избирательного штаба. Хотели ярко отличить нашего кандидата от всех остальных. Выделить как сторонника развития сельского хозяйства и употребления молочной продукции. Считаем, что это дало свои плоды и привлекло внимание избирателей, — заметила Татьяна Котлова.
На самом деле Евгений Смолькин победил благодаря вовсе не «молочной стратегии». Этот мужчина днями напролет обходил своих избирателей поквартирно и разговаривал с ними. «Партия Дела» почти неизвестна в Хабаровске, зато «Единая Россия» знакома всем. Разбитые дороги, помойки, рвущиеся трубы, слетающая со стен штукатурка — за все это отвечают чиновники городской администрации, а они — почти поголовно члены «партии власти». Их не любят, им не доверяют. А Смолькин не замазан ни в чем таком. За него проголосовали чисто по человечески. Едросам нужно было привести к избирательным урнам всего 500 человек. Они могли бы мобилизовать на это дело любое из муниципальных предприятий на территории района или даже несколько штук. Но они этого не сделали. Кто знает — почему?
Может быть, «ЕР» считает, что хабаровское пространство ими уже полностью завоевано, зачищено, и никаких проблем при выборах возникнуть не может. А может, просто бисер метать неохота. Результат такого поведения налицо — Смолькин, не будучи ни в коем случае политическим зубром, победил, пусть и при ничтожной явке в 8,3%.
Подбитый класс
Зачистка идет не только по части взрослых избирателей, но и вполне малолетних будущих школьников. Двадцать четыре первоклассника, принятые в хабаровские школы по фиктивной прописке, отчислены. На их места уже зачислены ученики, реально проживающие в микрорайонах, к которым относятся учреждения среднего образования.
Об этом сообщила начальник городского управления образования Ольга Тен. Основанием для отчисления детей стали результаты проверок, проведенных миграционными и правоохранительными органами по обращениям руководителей десяти школ, лицеев и гимназий краевого центра, и требования российского законодательства. Теперь первые классы подбиты по территориальному признаку.
— Проверки занимают длительное время, так как идут в двух направлениях: во-первых, нужно установить обстоятельства и основания регистрации ребенка по конкретному адресу; во-вторых, — выяснить, действительно ли он по нему проживает. Пока еще не настало время прозвенеть школьному звонку, проверки достоверности регистрации и проживания будущих первоклассников по адресам временной прописки будут продолжаться, — сказала Ольга Тен.
Тут в чем дело. В Хабаровске существует совершенно четкое разделение средних учебных заведений на престижные и все остальные. В пятой гимназии английский язык изучают с первого класса. Туда ломятся больше всего. Уровень знаний, эрудиции, даже воспитания ее выпускников значительно выше среднего. Это как бы пансион. И какой же родитель не желает хорошего образования своему чаду? Готовы платить любые деньги.
Только деньги здесь не прокатывают. Главное — место жительства. Прописку — ту самую, советскую, крепостную, обязательную для жизни — отменили в 1993 году как не соответствующую Конституции России. Прописка поменяла название — на регистрацию — не не изменила своей крепостной сути. Человек должен быть прикреплен к месту географически — и никаких возражений. Прикрепление к определенному городу, району, дому, квартире является необходимым условием для разрешительных или запретительных административных мер: устройства на работу, учебу, получение кредита, проведения интернета, даже на регистрацию брака.
Получается интересная картина. С одной стороны у нас декларируется неотъемлемое право на бесплатное среднее образование. С другой — равенство всех перед законом, не взирая на имущественный ценз. С третьей: прописки вроде бы нет. И в случае с «зачисткой» «неправильных» первоклашек формально нарушаются все три установки.
Понятно, что элитные школы не резиновые. Понятно, что родители приложат все усилия — законные вплоть до покупки квартиры ребенку в нужном районе и незаконные (фиктивные прописки, специальные разрешения, взятки) — чтобы дитенок пошел учиться туда, где знания дают, языку учат и кормят нормально. Но в любом случае заложниками системы «прописка-школа» в итоге становятся дети и только они одни.
Секрет фермы
Губернатор сказал о коровах из Котиково. И упомянул со слегка заметным удовлетворением и гордостью, что, дескать, ему известно, что за ОАО «Котиково» началось настоящее рубилово между фирмами. Теперь результаты недавнего аукциона по продаже фермы оспаривает приморская компания «ГринАгро». 3 мая состоится рассмотрение претензии. Если жалоба приморцев будет удовлетворена комиссией ФАС, то продажа предприятия затянется на неопределенный срок.
Вот она — сила прессы. Кто месяц назад знал про этот котиковский бардак? Кому эта вымирающая от голода ферма была нужна? Никто и никому. Но стоило телекомпании вытащить на свет божий этот кошмар, а редакции информационного агентства собрать за двое суток сено и деньги, как выяснилось, что 400 коров — это ого-го какое богатство! Буквально на глазах министр сельского хозяйства Купряков заявляет, что держит это дело на контроле. А губернатор преспокойно говорит о благоприятном инвестиционном климате в краевом сельском хозяйстве.
В кулуарах, однако, в частных беседах, один на один участники среднего звена власти выражают обеспокоенность. Пример «Котиково» может оказаться заразительным. А ну как сейчас все эти нищеброды с полей со своими коровами, лошадьми, козами и, не дай Бог, курами ринутся в правительство с криками — и нас купите, и нам дайте зарплату! Это что ж получится, товарищи? Денег на них не напасешься. Да и нет денег. У нас медиафорум на носу с оплатой пролета всем участникам; у нас 13 тысяч заявок на гектары нужно удовлетворить и создать из воздуха два новых населенных пункта. Край влазит в долги по миллиарду в год. Нам срочно нужны деньги.
