Даже павильон другой стоит с вывеской «Ремонт обуви», а ближайший магазин данной сети расположен в нескольких километрах. Неудобно, согласитесь! Что же произошло с уютным магазинчиком свежей выпечки? Все просто — предприниматель утратил преимущественное право на заключение договора на размещение НТО по причине изменения облика объекта в соответствии с новым дизайн-кодом.
Такая ситуация могла бы произойти уже этим летом в городе Южно-Сахалинск с большим количеством НТО если бы не налаженный диалог Правительства области с Сахалинским отделением «Опоры России». Несколько месяцев на разных площадках обсуждался вопрос сохранения преимущественного права на заключение договора размещения на новый срок. Мы встречались и обсуждали возможные пути решения ситиуации с Департаментом продовольственных ресурсов и потребительского рынка, Администрацией города Южно-Сахалинска, Правительством Сахалинской области.
Председатель Сахалинского отделения «Опоры России» Юрий Дьяков направил обращение на имя заместителя председателя Правительства Сахалинской области и мэра города Южно-Сахалинск с предложением продлить договор аренды до 31.12.2023г. с предпринимателями, которые оказались заложниками ситуации, предоставив время на устранение всех замечаний и сохранения преимущественного права.
Правительство Сахалинской области поддержало предложение и поручило предоставить хозяйствующим субъектам, обратившимся до 11.01.2023г. Право на заключение договора на размещение НТО на территории города Южно-Сахалинск на основании преимущественного права сроком до 31.12.2023г. для приведения объектов в соответствие с условиями договора.
Юрий Дьяков считает, что данное решение позволит сохранить торговые точки с социально значимыми товарами на привычных для покупателей местах, при этом имея современный архитектурный облик в соответствии с новым дизайн-кодом города.
