В 2022 году в регионе в 3 раза сократилось время по 10 услугам, более чем в полтора раза число самих процедур. По оценкам Минэкономразвития РФ, основанным на результатах опроса предпринимателей, в Сахалинской области применяются лучшие практики по работе инвестиционного комитета, которые позволяют защищать права инвесторов и обеспечивать своевременную реализацию проектов. Итоги прошлого года и планы на текущий обсудили в ходе совета по инвестиционной деятельности, который провел губернатор Валерий Лимаренко.
– Мы запускаем новые проекты в различных отраслях экономики, строим новые предприятия, создаем сотни новых рабочих мест, что важно особенно сейчас на фоне беспрецедентного давления на российскую экономику со стороны коллективного Запада. Мы работаем вместе с бизнес-сообществом и решаем любые вопросы сообща, в том числе на площадке инвестсовета. Сейчас наша задача – как минимум, не потерять позиции, а лучше упрочить, поэтому продолжаем плотно сотрудничать. Благодаря синхронизации усилий власти и бизнеса в прошлом году нам удалось сохранить позитивную динамику – увеличился приток инвестиций, началось строительство новых предприятий, сократилась безработица, – отметил Валерий Лимаренко.
Сегодня регион входит в пятерку лучших по стране не только по отдельным практикам, но и в целом в Национальном рейтинге состояния инвестиционного климата. Как рассказал заместитель председателя правительства региона Антон Зайцев, в феврале ВЦИОМ по заказу Агентства стратегических инициатив приступит к опросу около 500 респондентов в Сахалинской области, на основе ответов которых, как и в предыдущие годы, будут формироваться данные нового рейтинга инвестиционной привлекательности.
По итогам 2022 года в Сахалинской области почти в 4 раза – с 75 до 20 дней — сокращены сроки выдачи разрешений на строительство. А количество необходимых процедур сократилось вдвое. В разы сокращены сроки регистрации прав собственности, сроки и количество процедур по подключению электроэнергии, сроки и количество процедур по получению в аренду земельных участков. Значительно увеличена эффективность процедур по подключению к газопроводу, к сетям водоснабжения и водоотведения, по вводу объектов в эксплуатацию, по постановке земельного участка на кадастровый учет. Этого удалось добиться за счет изменения административных регламентов и цифровизации процессов.
– Я часто езжу по регионам, но хочу отметить, что даже Москва не может похвастать такой системой взаимодействия власти и бизнеса, как у вас. В столице есть инвестсовет, но он не проходит как у вас раз в месяц. Я приятно удивлена, насколько подробно здесь рассматриваются вопросы. Есть прямой диалог с бизнесом представителей региональной и городских властей, это дорогого стоит. Даже вне заседаний между курирующими экономический блок чиновниками и бизнесменами есть постоянный рабочий контакт, – прокомментировала уполномоченный по защите прав предпринимателей в г. Москве Татьяна Минеева, принявшая участие в заседании совета.
В регионе продолжается работа по финансовой поддержке субъектов инвестиционной деятельности и малого и среднего предпринимательства. Поддержка осуществляется как на региональном, так и на муниципальном уровнях. Поддержка предпринимателей за счет средств Сахалинского Фонда развития предпринимательства и минэкономразвития Сахалинской области возросла почти вдвое и превысила 1 миллиард рублей.
Также в ходе совета по инвестиционной деятельности бизнес-сообществу представили проект развития транспортно-пересадочных узлов в Южно-Сахалинске, который накануне губернатор Валерий Лимаренко обсудил с генеральным директором – председателем правления ОАО «РЖД» Олегом Белозёровым. А также Мастер-план развития Корсаковского района. Оба проекта предполагают крупные инвестиции и большие перспективы для островных предпринимателей.
