В наше региональное отделение стали поступать обращения предпринимателей, связанные с размещением нестационарных торговых объектов (НТО) и дизайн-кодом городской среды. В связи с многочисленностью запросов мы организовали в эту пятницу встречу с руководителем Департамента продовольственных ресурсов и потребительского рынка Кузенковой Риммой Борисовной. К диалогу присоединились представители Сахалинского Хлебозавода, Молокозавода, сетей магазинов «Верный» и «Сахалинский бекон», Сахалинской Рекламной компании и другие лица бизнеса.
Предпринимателей объединила ключевая проблема — с ними либо не продлевают договор на размещение НТО, либо не заключают его совсем. Основная причина в увеличении допустимой предыдущим договором площади объекта или/и не соответствие архитектурному облику города. Ко всему прочему, уведомления о непродлении договорных отношений поступают предпринимателю за две недели до окончания действия договора (а срок договора 7 лет!). В такие сжатые сроки маловероятно устранить замечания. В отсутствии действующего договора объект (НТО) становиться свободным и Департамент продресурсов может объявить открытый конкурс на данный лот. В таком случае Наш предприниматель вынужден участвовать в конкурсе, растрачивая свои ресурсы, или рискует потерять свой бизнес на совсем.
Вторым вопросом, вытекающим из первого, стали сложности с согласованием архитектурного облика. Для заключения договора на размещение НТО предприниматель должен пройти согласование дизайн-проекта фасада здания. Дизайн-код городской среды Южно-Сахалинска (это свод правил по формированию стилистически единой городской среды города) утвержден относительно недавно в 2021 году. В нем отсутствуют четкие критерии и требования, что создает дополнительные трудности бизнесу. Без согласования эскиза фасада договор не будет заключен.
На сегодняшний день у 21 объекта приостановлен договор на размещение НТО. Внушительная цифра для небольшого города. Это рабочие места, налоги и обеспечение жителей жизненонеобходимыми услугами и товарами. Определенно, Опора России не можем стоять в стороне и мы выступим с инициативой доработки нормативных актов, а именно : увеличение срока на устранение замечаний, внесение уточнений в дизайн-код городской среды и другое.
